Go to the top of your steam library window and click HELP > SYSTEM INFORMATION and paste the ENTIRE list.
Also please look for your internet provider information. If this is happening on only online games, or games with an online component such as leaderboards it may be that your internet is capped or interfering. Also make sure that your firewall or virus scanner aren't interfering. Windows 10 is notorious for resetting these things even if you've already told it not to run live scan or whitelisted Steam.
To address any of this on steam's end, go to STEAM > SETTINGS > LIBRARY (also on the top of the library window) and click the two obvious check boxes and restart Steam to see if that helps.

Run a temperature detection program while gaming, and see what that yields.
And double checked with Mon Hunt World, the highest spec game I can run, and it's only 43C.
I'm gonna check with my internet provider this week to see if they have anything to do with it.
Did you fully make sure that your firewall and virus scanner (and bitdefender, and rivatuner and lots of other weird extras) are excluding Steam? also just reiterating, the Settings > Library options should take care of some bandwidth for you, but still it just seems mighty odd.
Do any of the games having this issue also have a secondary launcher that should be updated?
I de-checked those steam options, and none of my games I regularly play use secondary launchers.
Oh, I just noticed I haven't mentioned something: While playing Steam games my internet in general works much slower.
Normally it's 314 Mbps download and 39 up
While playing a 108 Mb single player text based game (Choice of Robots) That will almost half down to 184 Mbps Download.
And going back to Dead Cells it goes down to 81 Mbps download.
I don't know if that kind of dip is normal or not, but I thought I'd mention it.
