It's not going to happen, though. It's not like game publishers aren't aware of Steam... if they chose to not put their old games here, they just won't do it.
It's usually because games are considered to be dead, so they don't want anything to do with it anymore.
GOG[www.gog.com] on the other hand goes out of it's way to acquire old to it's catalog but even they haven't managed despite series hawing quite few votes on their community wishlist so there probably is some problems with the IP ownership or getting the games to work on modern operating systems. Or the current owners simply don't care.

Take-Two Interactive (owner of Rockstar Games and 2K) apparently owns the IP. Considering their size, I'd wager they simply don't care.
