cpu might be okay but I'm not sure.
16GBs allows you to load all the assets into memory, instead of reading & writing to the HDD on top of reading the data from the game which if it's your OS drive; will absolutely break something sooner or later.
That game should only be played on 16GBs of RAM with RUST installed onto an SSD. That minimizes the loading times and issues you'll have otherwise.
I don't know if it's still has DX 10 support you might want to ask from peoples in the game forum so you can know for sure if the game still support DX 10 rendering pipelines.
