I own both, I'd recommend Project Cars 2 out of the two, currently.
If you're not worried about graphics but still want a decent sim racer and not to worried about playing multiplayer you could check out Race 07. Its about 4USD last I looked for the base game. Multiplayer lobby likes to crash a lot and when its down you can't play anything other than LAN. The online stats and league system are long gone. Still a good sim for singleplayer though.
*Edit: I'd recommend the Race Injection bundle, versus the base game, mainly because it offers a free DLC that can no longer be obtained without it. and I'm not quiet sure if its buyable with having already purchased the base game.
