The scammer is not from support, he's impersonating a Valve employee. The link provided by Matt will take you to the REAL support. They'll get the account back for you as long as you provide proof of ownership.
Everyone can pretend to be someone or to work for someone, that doesn't mean it's true.
Steam Support will NEVER ask you for money to give you support.

He can't get in because the hijacker probably changed the email and password. Only Steam Support can help him and you now. Contact them via the link.
