Yes, you can sell if you quick sell at the highest offer price but you can't list if it is higher that the offer.
Not really, it is more a stock broker than a bank. They don't pay us for the skins, whoever buys it pays. They receive commission. They always receive money not paying it out.
It also has to do with the 3rd party website bot owners getting scared and don't want this to happen...

They were laundering money and crypto using the Steam inventory system through their websites.
They're freaking out and trying to mass selling their stuff hoping not to get banned as well.

Nope, it's not like a broker; it's more like in-game currency or even a crypto bank. Steam wallet funds are just digital "things", and it's almost certain that they don't have the financial reserve to cover all users' wallets. If someone buys skins or games while using real money, it's fine, but when people mass withdraw steam funds for real money things like games and steam decks, they'll be in huge trouble.
Technically, it's also nearly impossible that there is a problem JUST with expensive skins because you can sell cases instantly without problems. Also, the market API works because these skins are instantly visible in the community market database; they're just hidden in the market. I got scammer invites right after creating listings. ♥♥♥♥♥♥♥♥.
I understand that Steam needs to balance things, and there are these problems with skin bots right now. I got a little mad because I can't sell skins and buy a steam deck on sale, but ok, I get it. But STEAM, at least be fair and admit that it's not a "server load problem because of sales" but deliberate action, and how long it will take...
I would agree if you could withdraw your steam funds in cash. They would want to stop a run on the cash, like a bank. But seeing as you cannot turn your steam currency into cash, when a sale happens the 'in game currency' never leaves steam. It simply goes from one steam account to another minus the fee. Therefore there is no money or in game currency leaving steam. If they are buying games then the money also going to steam.
You're basically withdrawing it for games (and the money leave steam, going to game developers) and devices like stramdeck or index (and the money again leaves steam, to cover parts cost, production etc). If they are just taking their cut, and don't touch the unused amount from user's wallets then you're right. But I don't think so, IMHO they use that money for development and investing purposes just like regular banks, because that's just like free loan.
