Those tell you games that can be played with a controller.
Otherwise, the expectation is that ALL PC games will use a mouse and keyboard as the default controls.
Even the games that have controller support can still be played with a mouse and KB; though there are some games that are BETTER played with a controller, there is no reason a mouse & kb cant be used.

Sorry but what is Top-down perspective?
If you want "mouse only" games; one genre would be "point and click adventure"; usually no KB at all required for those.
Lots of the puzzler/casual type games are that way too, depending on what youre into.
... Or get a gamepad. The PC is a flexible platform, I have a couple gamepads attached to mine as some games are simply better suited for those.

The bird is on top, and looks down below. So it looks at things from a top-down perspective.
This makes sense, right? I'm not sure how else I could explain it to you.
(Some groups of people are taught calling it a bird perspective, but that does not really make sense, in my opinion, because not all birds fly. So, you have to call it a top-down perspective.)
