How to TF a CD Key, or delete an old account
I attempted to install a DVD version of Skyrim last night, When I got to the CD key part it said that the key was already attached to an account. This is an old account (not this one) I had not used for several years, and I no longer have full access. I wanted steam support to TF the key to my new account. The answer I got was basically said tough bananas we cannot help you. This is a DVD that I purchased from a retail shop store, not steam. Steam does not own the DVD. This was very poor answer . Has anyone else had similar issues and how was it overcome

The key is a proof of ownership and the first vector of recovery. When you attempted to register it on your current account, you got an email containing the old account name. That and the key are enough to recover the old account.
Also, don't get the wrong idea: deleting that other account will NOT make the key available again -- it will die with the account.

^This, keys are bound to the account, just like how it is for every single platform.

^This. Don't delete your account, everything on the account will be lost, you don't get refunds, and it doesn't reactivate your keys.

When you delete the account a Steam Rep will talk to you, explaining everything that going to happen, so you fully understood, and not stupidly delete your account without thinking, they also try to get you to confirm as proof of ownership, to confirm this is the owner, and if that what you wanted. To make it simple you delete your account means you forfeit everything on that account, it be no longer yours, and once it's pass 30 days, it's removed from the system forever.

Here a better solution. Get your old account back, do family share with your other account, then you can play your Skyrim from your other account.

To be clear it would also require at least as much proof to delete the account as to recover it, and recovering it is the only way play the game again.
Here on the Steam forums, its crazy how often I get the impression that someone just got online for the first time.
