There will be a legal contract between you and Steam you'll have to enter into so you'll have to be old enough to be able to sign that contract (or be able to get someone else to sign for you). However this should just all be part of the process you are already going down, you make one submission from one Steam account, pay the money, fill out the legal documents for the "company" that is producing the game, if you need your parents to sign they won't need a Steam account for that you'd just have to include them in your "company". It will take a few months to get the game up anyway (as they don't let you immediately release you have to have the store page up for a certain period before you will be able to release the game.
The money from your game will go to a bank account not to a Steam wallet and you will have to provide those banking details as part of the forms you are already filling out. So no need to worry on that account.
