You are unable to trade because your account has been trade banned.
In most cases you should see a Support Alert notification in your Steam Client or at the top of the Steam Help website. The Support Alert will provide you with more information the the reason your account was trade banned and on the timeframe for which you've been banned.
I also duplicate my items which is why I never let anyone verify them because if they do they will know my items are bugged and duped. LOL
I bet you know exactly what you did to get an account restriction. Steam Support does not restrict accounts without a good reason. But if you really think you're innocent, you'll have to work it out with Steam Support. You should be able to open up a ticket following the links they give you.
