Could be someone with really trash internet. (If they have just the right amount of packetloss to take advantage of the lag comp.)
Or it could be someone actually using ''lagswitch'' (limiting data sent to server), which would have the same effect.
But, people can have awful internet, and not take advantage of the lag comp; Really high pings, constant teleporting, shots not connecting.
Chances are, these people would have more of a problem than you will.
The people that are '''lag switching''' have just the right amount of '''lag''' so they can still do everything a '''normal''' player can, but get better hitreg, and people get worse hitreg against them.
It only really works in FPS games, where you've got constant hits to be registered, anything else just wouldn't make sense.
But, like I said; it's very hard to notice the difference.
