What makes people add a game to Wishlist but not buy it?
Do people wait for the right price? Even when the game is already on sale, they might wait for a lower price?
Maybe they wait for more reviews or any review?
Maybe they want to see the developer is updating the game?

So what makes people add a game to a wishlist but not buy it?

yep waiting for right price. Many of us do buy them, sometimes I use like a bookmark I can refer to later. Its hard to find some games.
Developers monitor wishlists
Steam uses this to categorizie and personalize the store front games.

Differs for everybody. I wishlist games I find interesting. Sometimes they get removed again, sometimes they get bought, sometimes they keep occupying a space in the list.

Why do *you* add games to the wishlist.

I keep games on my wishlist waiting for sales and to remind me of what games I'm interested in.

To help cherry pick the games I want, as well to remind me what games I wanted, and get them when they go on sale at a lower price.

All of those and more. To add a couple more possible reasons

Maybe they're short on funds at the moment and they're waiting for next payday.
Maybe it's a multiplayer game and they're trying to see if their friends are interested.

For Youtubers/streamers, might be a game their interested in covering but not convinced it'll work on their channel. By adding it to their wishlist it keeps it in mind in case a situation arises where they can do a one-off episode where the game would work.

For me, wishlisting a game means I'm interested in it.

If I don't buy it, it's because I'm

- waiting for it to release
- Waiting for reviews
- Waiting for bugfixes as reported by forums/ reviews
- Waiting for a sale

If I don't outright buy it then it's because I'm either not entirely sure that I want it, or I think the price is not right yet.

I've noticed that during the big sales the games I'm actually interested in don't show up on the front page until day 2-3. Having a "stash" on the wishlist makes finding the good deals a lot easier.

I add all games that I consider "playable" so I can sort them by discount.
I'm waiting for good games to get 75% or more discount, and for some to get 90% or more.

Another reason is that I use Steamgifts.com
There's a wishlist section which shows only games from my wishlist.
This way I can enter giveaways for only games that I would play, and not all random games.

And the third reason (that I hate) is promotional giveaways.
Developer gives key for a game when you like their Facebook, follow them on Twitter, follow Steam Curator page, subscribe to their YouTube, add their other games to wishlist, etc.
So I add those games to wishlist to get some game keys, and then later I forgot that I added them and they stay in my wishlist.

For myself:
- Waiting for acceptable price
- Waiting for the game to come out of Early Access (my money's waiting Shellshock Live)
- Other wishlisted games wityh higher priority

The last one is the simple fact that I empty my wishlist based on want not seniority. So I can have a game in there but then another game I want more gets added, that game will take priority.

Because more interesting games are added after it, because I'm waiting for a GotY version, because my hardware needs upgraded before I can play it, because I'm waiting for a sale, not interested in playing it at the moment, or am lacking funds....

I like to wait for games to hit the $10 zone, a lot of them never do.

There is a collection over on uplay that goes for $40. I'd pay $20, but Ubisoft is pretty delusional about pricing. I mean they're not Activision level nuts.
