Can't open steam chat

I can click on Steam chat and enter group chats and chat with friends, but I can't actually open the tab. I can only communicate with people while I'm in game in SHIFT+TAB mode. I use Windows 10 and what basiclly happens is that the chat opens a new window, and then I just can't open the window. The window is there, I can hover over it and it would show what is written, but I can't actually open it unless I'm either in-game or using big-picture.

Could anyone help? This came for no appearance reason. It was fine, I opened and played a game, I closed it, and then it just started doing this. I haven't touched any of my screen settings nor have I changed Steam' settings.

Whenever I do have issues I try hard reset Steam.

- Be sure to end all steam Programs and Processes

-Maybe Reboot pc (not needed but to be really sure is better) and be sure nothing from steam will
Start with windows

-After reboot locate steam installation Folder (mostly System HDD, Programs / Programs86)

-Enter this folder and erase everything in there but not "steam.exe" and the folder "steamapps" (your Games are located there)

-If you erased everything but these 2 ones restart the System to be sure the ram also is empty and there is no leftover...

-After reboot try starting steam like you usually do like with the desktop shortcut.

The program will run and will tell you it is updating but it will reload/rebuild every steam components automatically and no games need to be reinstalled (it is basically like reinstalling steam without losing games or being in need to redownload these. For me this once did solve many many issues.. maybe it helps you too ^^

Can someone from STEAM send me email adress..My brothers account is stolen few minutes ago, someone changed phone number, email in a few seconds and deleted his app.. he didn't do any to allow that, he just find out now, when he wanted to start a game.. PLEASE HELP

for me helps to click follow - than to click enter chat group again - and voila :-)

Even though my tf2 config folder is under the steamapps folder, this removed all of my current binds and the game is now using some config that I had 5 years ago. (yes I know the thread is a bit old)

Update: I basicly Deleted 99% of the steam file and it still did not work

And old steam
still did not work

for people that still get this problem Just go offline on steam from top left corner and the online again worked for me.

I messaged Steam support with this issue, this was their reply. Hope this helps someone, for me it solved the issue only to a certain extent. Try it even if you are already opted out!! Just select the option again and follow the next steps:

it still happens. So it temporarily fixes it but after i close it it will just pop baCk up
