is "steam gifts" official?
steam gifts is the site I discovered recently and I do not know if I can use it legally

it's not official in the sense that Valve owns it no.

But it is a site that has been around for a long time and is trusted. Though with every site that is mostly controlled by Users, be careful. Scams often occur between users there.

Valve does not run that site so it is not an "Official Valve/Steam" site. Nor does Valve endorse that site or have any sort of official partnership with it.

That doesn't mean it's illegal to use SteamGifts site tho!

Yeah, what do people even consider to be "an official website". Every website is "official"; they don't just randomly appear.

Also, since it's not a trading site, scamming isn't actually a thing. If you get a key that doesn't work -- bad luck, but nothing lost. If you decide to give away a key, and the receiver claims it doesn't work -- so what.
