Who exactly is in charge of my profile picture?

I was reported for an offensive profile picture, and the person who removed it and set me to the default was listed as a 'forum moderator'. Is that an official person from Valve/Steam, or does that mean any forum mod can say ♥♥♥♥ you and ban me for a few days?

If it is some random mod, shouldn't a forum ban be more appropriate banning me from changing my profile? Also, nice to see an edgy joke getting punished but trade scammers are still running rampant. As I went to check why my picture was the default I had to remove 3 comments from trade bots.

1. I am not mad I am banned, I wannted to know if it was managed by steam or the community.

2. I am not using the free speech argument as a defense of my profile picture, I am stating that I will not be put in prison like the euros for being edgy. I know the first amendment dosen't defend me from private companies, I'm not four.

3. "We also aren't so dumb and childish that we throw tantrums about having to follow the rules we agreed to." Find me the exact point I complained about following the rules. Maybe we shouldn't throw tantrums about 'offensive content' as a whole. You are not a victim because someone said 'Go Hitler'

The best part is nobody arguing against me is emotionally mature enough not to equate me with the profile picture I had. Apparently I need to join up with my "Nazi Pals".

Funny coincidence, every person who is vocally upset about it is from the UK.
