Who exactly is in charge of my profile picture?

I was reported for an offensive profile picture, and the person who removed it and set me to the default was listed as a 'forum moderator'. Is that an official person from Valve/Steam, or does that mean any forum mod can say ♥♥♥♥ you and ban me for a few days?

If it is some random mod, shouldn't a forum ban be more appropriate banning me from changing my profile? Also, nice to see an edgy joke getting punished but trade scammers are still running rampant. As I went to check why my picture was the default I had to remove 3 comments from trade bots.

No, its a offical Steam moderator. If a avatar gets reported a member of Steam Support will take a look at it and if they agree its offensive the avatar will be changed by them.
Game forum moderators dont have any power outside of the forum and cant change anything about a users profile.
They can only ban you from their forum.
