Naming and shaming - is it against the rules or not?

I know some people post in these top level forums and name a cheater/hacker and it seems to be frowned upon by other users to name and shame, etc.

Anyway, I notice a developer doing it in their Store Page patch notes:

Accounts Bans

Based on the reports we’ve received, the accounts of the following players will be banned for using illegal third-party accelerating plugins and had made impact on the balance of gaming experience.

• AS-SOF-PVPVE2 - censored
• AS-SOF-PVPVE2 - censored
• EU-SOF-PVPVE1 - censored

We will keep striking cheaters and any action of taking advantage of bugs in the game down. If you find any relevant situations, please record videos and report to us. We will double check and take actions to keep the balance.

Is this normal for developers to do? I don't play a lot of multi-player games - unless I solo them.

Baseless naming and shaming against other Steam users is against the forum rules but developers can happily name any convicted cheater they wish in their own forums. Not many developers do this as it's pretty pointless but I've seen some do far worse as a consequence.

And what a shock ploppo is back again asking to be given firm answers that can be used to argue for or against moderators doing things the way they should in other areas rather then just reporting the content and letting it be dealt with.

It's the first time I have ever seen this sort of thing in patch notes of any game.

It is against the rules but Developers are free to Moderate how they please.

If the Developers have a ban system in place they are allowed to ban the people they please. All though I doubt they'd do it at random.
