How to set lower FPS for specific game?

How do I set the max FPS for Fallout 4 to be different than the rest of my computer? (120 or under for FO4, 144 for rest)

Depends on the game.

"Naturally", fps are capped by your monitor; if you want anything lower you need to find a setting in the game that offers it.

My monitor (the PG278Q) goes up to 144. It's technically capped by the Nvidia Control Panel

The thing is when I found out the Control Panel changed the FPS I immediately tested it out on FO4, long story short 144 FPS=Crashing 120 FPS=Less crashing. Now I plan to play it again but I have set the monitor standard to 144 max for FPS intensive games *cough* GTA V *cough*, the question is how do I set it to 120 max for Fallout 4 while everything else is 144 max. I did hear that any FPS over 72 on FO4 might lead to corrupted save games.

FPS over 60 in any of the 3D Fallout games (or Oblivion and beyond for Elder Scrolls) leads to problems.

Which leads even more into my question, how do I set a different max FPS for Fallout 4 with a FPS below the one used on the monitor as a whole. AFAIK the only way is to manually change the max FPS everytime I wish to open up FO4. The specific FPS I change it to is irrevelant.

Rivatuner? Any repussions for using that like the Steam browser being turned off or getting banned?

Rivatuner is what's used with MSI Afterburner and EVGA Precision X.

Start the server, add game, set framerate limit.
Leave it running.

Nope. You can just use rivatuner on it's own.
