Regional Keys and special offers are not dealing very good with proxy servicies. Note that by using a proxy for something mentioned earlier, you will risk some Community Bans.

Proxying the Steam Client through an unauthorized service, like those "VPN" services that advertise to bypass region blocks or access copyrighted content without paying, risks getting your entire account permanently suspended.

For anything else on Steam, you are fine.
If they really ban all accounts used over proxies, VPNs or on tunneled networks the ♥♥♥♥♥♥♥♥♥ which would come back on Valve would be really huge. So this is likely not going to happen as long as you don't purchase in the store. Also I doubt they can keep it up when it get taken to court (Lack of proof will one of their main issue if it isn't a known VPN).
Also, do you think Tunnelbear will magically encrypt your Internet? If you think so, note that if you don't use https everything between Tunnelbear and the site will still be in the clear.
First at all the SSA says what Valve wishes but not everything is also applicable law in all countries. Finally they need to proof it. I could be an employee of the hosting company, right?
Steam community bans are still possible at their discretion since it is an additional service. Will still not happen on large scale since it will end in a s-strom.
Tunnelbear? Never heard. Nothing is encrypted and I control both tunnel-endpoints and the used software. So nobody can sniff here more than they could do without. (Also this was not the point of my post)
Finally they would have to ban lot of people who use(d) Steam at workplace. It is often done nowadays that workplace networks are distributed and tunneled to the central network.

This does most likely apply to your games...
However they can ban you from Steam community. This can look like this:
Wiping your friendlist. Disabling you from adding new friends. Disabling the chat feature. Disabling you to use the discussion forums and finally disabling your Steam profile.
Sounds also quite awful, doesn't it? Nothing stops them from doing so...
Hopefully I am not the next one right now who is eligible for this kind of restrictions. (Since they will not like my talk here.)
Valve cannot block you from using a proxy. If you use it to access regionally restricted content, that they have a problem with. But you are fine otherwise. Disable the proxy when you make a purchase and you will be fine
