AFAIK. You'd have to ask a mod like Spawn of Totoro to be sure. I've heard Valve recruits mods the same way the Men in Black do.
Now that's not to say mistakes can't happen with us Global Mods but we won't go on a ban spree and ban for no good reasons.
We also would lose our Moderator status quite quickly if we started to abuse our powers because believe it or not but the group as a whole care about the image of Global Moderators.
Valve also wouldn't like us doing it at all.
If you make a game you must follow steams rules but you can add your own. (For example no spoiler threads will be allowed)

Plus they can add any rule they want even if it may look unjust to some users?
Can't add rules like "anyone who disagrees with me gets bannned!" but they can add hub specific rules.
For example the hub i moderate we have a rule if you post leaked information on the forum we take the thread down.

The problem here is that except for the rules I linked I could not find any documentation regarding the power of the game mods. What people can and cannot do in a game hub.
I don't understand because some games hubs look like they are being moderated on the behalf of those who develop the game instead that moderated for the people who use the hub. This is also not the first time I see a similar behaviour in game hubs.
However saying that it 'antagonizes' others is not a valid reason IMO, but if they say 'please do not advertise.' that is perfectly valid.
But they do not say anywhere "do not advertise".
Actually they also have a section for it.

At this point I think I need to talk with a global mod in private if it is possible.
As I really feel that in my case some people are overstepping their bounds.
If they arent just banning everyone left and right theres not a whole lot that will be done, Zefar is in this thread and i reccomend if you want clarification comment on his profile and ask to have a chat.
I wish you the best of luck but understand that hub admins can do (almost) anything they want if it was an issue with a moderator contact the developers and explain in detail with evidence why the moderator was abusing power.

Advertising is not allowed because if we allowed it people would just spam their Steam group, homepage, Discord and server names all over the community.
A developers forum is there to discuss the game and promote the game to a certain extent if they have say an ingame event or a 'if you need tech support come to this discord' that's up to them.
If they want to close down random people posting random discords that's totally on them aswell.
Theres a lot of people who spam in multiple game forums 'WE HAVE A DISCORD WHERE WE PLAY [Insert long list of games here]' so it's understandable devs take down those threads.
But hey when it comes to game hubs it's each their own you'll get a mixed bag of mods and devs depending on the hub.
