I have some dudes that don't understand PC they just asume a game can launch is run good .

don't know about your GPU but your RAM and processor need to upgrade.
RAM now minimum need 8gb I think.
and your PC is a laptop ? judge from the processor.
and were both laptops
i use pc for the both pc and laptop:)
bios settings incompatible?
network - ddos?
hard drive - slow or fragmented or bad sectors?
graphics card slow? bad memory? bad drivers? buggy API?
cpu trying to do multi-core?
memory corrupted?
operating system running background processes?
antivirus software issue? virus issue?
game trying to use incompatible graphic shaders?
just a few things that you could lose sleep over..
with ubuntu, you can check the system log with 'dmesg'
maybe something similar on windows, idk
if you want to playing any modern games, you are probably going to want to get a new rig
