D3D errors are fundamentally driver problems or even OS issues
Note that Nvidia literally just released hotfix drivers for the 1060s due to issues with them. Sounds more like you're hitting this problem

Again if as yousay steam 'works' on your old system, why woudl it magically not work on your new one since fundamentally nothing about steam is different other than your computer itself.
Lets see what happens with the as admin install.

After spending a long time trying to sort this, I with the help of NVidia and Microsoft have finally fond what the issue is.
Direct X9 has moved on the most recent versions of Windows 10, it is now incorporated within Direct X12.
Press the windoes key + R
in the Run box type 'winver'
in the top left hand corner should say a version number and a build number.
if the version number is greater than 1703, you will/may experience major problems playing all direct X 9 games. This is across the board, with EA, Steam, Blizzard and Ubisoft.
Contact windows support and ask them to install version 1709.
This is the true fix. I can now play 99% of my games,
To update win 10 you dont need to contact support.
I've had 1709 and have no issues with any games on Windows 10
I have no idea why Nviida would say that. Its patently false that the Autum Creators Update somehow 'broke all dx9 games'....
If, as you cliam, you did a 'fresh' install of WIndows 10 you'd already be on 1709 (1803 just came out so you're not likely on that). If you're not already on 1709 how are you doing your OS reinstalls because its impossible for you to have actually done what yo0u claim, done a windows update, and still be on anything other than 1709

Regardless of what you do, when you run windows update you'll be upgraded to the latest branch on windows 10
If you weren't on 1709 already it means your OS was totally f00bared to begin with because windows update wasnt running

I honestly think you're misinterpeting what support was telling you. If the Fall/spirng updates broke dx9, which btw came out over a year ago, don't you think like EVERYONE on steam would be complaininga bout this?
