Means that the GPU in your Chromebook is the equivelant of a 10-15 year old, basic, no frills desktop GPU.
Intel Graphics Bay Trail has 4 Execution Units, which is the same thing as 19.1 Nvidia CUDA Cores. Ten years ago Nvidia cards had hundreds of CUDA Cores. Modern Nvidia GPU's have crossed into thousands of CUDA Cores.
Bay Trail's 792 MHz clock speed is just as outdated. Ten years ago GPU's had similar clock speeds, with additional processors to boost performance. Modern GPU's can quadruple (or more) that 792 MHz speed.

Chromebooks aren't made for gaming, they're work laptops that can play video. You may be able to find some games that work, after lots of trial and error, but I imagine you're going to refund most game purchases because they simply won't work on such slow hardware.
If you go to requirements on the steam store it sais mac or windows
