Steams TOS says no advertising, but I am clearly asking you. Therefore they have no reason to get upset.
Oh Please.
OP There are currently 4 Alternatives
GOG - www.gog.com
Origin - www.origin.com
Uplay - https://uplay.ubi.com/
The Windows App STore. - No clue
EDIT:
Whoops forgot one
Battle.net. - battle.net/
Has anyone used the Windows App Store, or know what it is really?
Do they have something similar to the Steam Workshop?
Nope
You have to get your mods the old fashioned way with them
What about origin and uplay do they have modding?
EA's client and Ubisoft's client don't support any modding for any of their games. With GOG you're free to modify your files directly as you please.
Ahhh, well thats no fun. But what about the community hub I bet they have to user something like it.
Oh, neato. Is the anime decently priced?
