That said, are they still part of the new UI?

I just got my ass into gear and checked, under Settings - Interface at the bottom there is an option to "notify me about.. games, updates" etc I'm guessing that should do the trick?
if your computer ever reboots unexpectedly, closes steam or crashes without a graceful steam exit, however... it is entirely possible (since it happens to me often enough when I am too aggressively overclocking..) that your profile needs to have that and any other customizations reset.
Sometimes all the settings are erased, you get logged in to friends, videos and streams start playing, and all sorts of things that never happened start occuring all at the same time and its like oh yeah... gotta go reset that since there appears to be no backup file or static file for the actual profile preferences. Worse yet, if you use steam on more than one machine, they somehow think you want to use the same settings on each. I wish it wasn't synced but oh well.
The account info/details independent of the client itself, however, remains unchanged. That appears to not be impacted by an unclean application closure...
