That category was for games that make people tense due to how fast-paced they are.
Definitely seems intense to me. Not that it's something I'd play as I'm not a fan of those kinds of shooters, but it definitely is intense from what I've seen in streams.
As popular as PUBG is, it doesn't surprise me at all that it won. Frankly while that game would probably have me feeling a bit jumpy, I wouldn't say that it 'induces fear'. But hey, not everyone is going to look at each individual game and vote for the one they thing is best suited to the reward... or hardly anyone, for that matter.
And there's no save-load button like in horror games.

Etc. And Horror games REALLY freak me out.
