Guild Wars 2 is free to play now, you can play the whole pre-expansion content for free but your character is restricted in some ways. The full game requires no monthly fee after you buy it either but there is a store.
EVE Online is similar, you can play all you want without paying but you are restricted from skills for certain ships.
Depends on what you think is important I guess, guild wars 2 gives you a whole lot of areas quests and story for free. Maybe worth a try?

All games are 'free to play' and thus are 'true free to play' by your definition
I understand that all games won't force you to do that. I guess I just look at the restrictions and see if it's worth paying to get rid of the restriction first before I actuelly play the game.
You can download Nethack to run on your own computer, and it's a really small game. Or you can play it online on a server.
There's a Nethack server at alt.org where you can play and then you can also log onto its associated IRC channel where the players hang out and discuss strategies and such. There's even a ♥♥♥ that helps you lookup info on monsters and items. And because it's a server where many people play, you get to run into many other players' bones files.
It's also all free. And you don't need to download game files since it just uses ASCII characters for graphics. You could potentially telnet into the server from any computer, within seconds.
