Can two users share a library and both play at the same time?
No, a shared library may only be played by one user at a time including the owner and even if they want to play different games
EDIT: If it was a game playable offline, you could (rather awkwardly) share same account.

There is NO point in sharing your steam library with someone else in your household when only ONE account can play a game at a time.
You MAY AS WELL give them access to your damn account because it works the same way.
Right now you can only get around it by starting in offline mode in your main account. Which is a mild inconvenience sure, but an annoying one at best.
not sure how the promise doesnt work when the system was explicitly designed this way
if you dont like then why dont you ask devs as to why essentially allowing people to make an all out sharing system with barely any limits where only one person has to buy a copy is not already a mindboogling succes, after all people also claimed that used copies dont hurt sales.
