Those gems aren't money, and publishers do not accept gems (not that kind, anyway).

What you are suggesting comes down to that.. publishers want actual money for their games, gems are not that.. what you are asking is valve to purchase games for you

Gems do not have any inherent value, except for the one, the community gives to them. Same goes for trading cards. Valve does not regard gems as a valid payment method, no matter which amounts you talk about.
If you want to buy games using gems, sell these on the community market and use the money you get.

In this case, your gems are worthless.

Gems, cards, that's all just a metagame, Valve set up to keep us entertained. You would not expect Nintendo to give you games in exchange for the coins, you collect in Mario Bros.
