Also is there a way to contact the makes of MMD and/or the heads of Steam to do that?
If the publisher doesn't want to put it on Steam. it's there decision.
Also, Steam is not a directory of contact details. If you want to contact someone from the game/publisher, try to find them from their website or whatever. Don't expect them to change their decision, though -- they'll just give you a standard reply, thanking you for your interest in the product. If they actually read the mail they might tell you that it is not available on Steam, but you can get it from whatever.
