Obviously there are users buying these games, making it a profitable market for developers to tap into.
sure people could mod/patch in such content, but considering the amount of 18+ mods for just about any game thats really not any different than any other genre
heck, OP is playing a Bethesda game which are pretty notorious for that kind of thing

OK, so they are NOT porn games to start with? Steam has no control over what people do afterwards.
Nude patches have probably been around "since forever". I know that there was talk about nude patches around the early Tomb Raider games, and I wouldn't be surprised if someone told me that nude patches are available for a lot of games with female leads.
Other than that, understand that different cultures have different ideas about what constitutes porn (or hentai, in this context) and what doesn't. Anime in particular has frequently used exaggerated depictions of both guys and girls, also owing to the fact that you can draw anything, and they didn't have to find suitable actors.
I don't usually pay attention to rating labels so I can't be sure, but I'm assuming that an Anime with a generally lighthearted theme isn't going for an "M" or "R" rating just to put some fanservice in, while shows that I would assume might have higher ratings anyway still don't go any further.
Nah you have the developers of the games literally posting 18+ patches to add back content on the Steam forum for the game and Steam doesn't really care. A lot different from fan made nude patches
So what he said still stands patches even developer made ones that aren't part of the steam release are not the steam game. So the games are still not porn games in regards to steam.
