Can't access community and store from steam client.
It works with mobile and browser though. I am also able to perform in-game purchases.
I did a new steam client installation but the problem persists.
HELP

EDIT: this is a problem with SteamWebHelper not launching because of missing .dll files.
For windows users:
1 - Launch windows update tool and download necessary updates including service pack1
2 - Install full SP1 from here (use the .iso package for an automatic installation)

3 - update your .dll files

4 - restart steam.

Alternatively if you want to avoid all the telemetry stuff coming with the update package, you can downlod api-ms-win-core-file-l2-1-0.dll from somewhere (or copy/paste it from /system32 or /sysWOW64) and move it to Steam\bin\cef\cef.win(x)\
then uninstall the updates.
This might not work for all Windows versions

EDIT2: this has been fixed in the new steam client update 10/18/2017

Anyone who doesn't want to download the big update, go to your C Drive, and in find, paste "api-ms-win-core-file-l2-1-0.dll"'. Copy the file, and paste it in Steam/bin/cef/cef.Win7 folder.

As far as the Microsoft side of this particular problem, Windows 10 should not suffer it.
Consearning the Steam part of this particular problem, Latest Steam update should've solved that.

If you still suffer it on Windows 10, you might suffer a different proble that happens to have about the same effect. Most common solutions are :
    • (left top corner) Steam -> (drop-down menu) Settings -> (pop-up window, tab) Web Browser -> (button) Delete Web Browser Cache
    • (left top corner) Steam -> (drop-down menu) Settings -> (pop-up window, tab) Web Browser -> (button) Delete All Browser Cookies
    Note, you'll have to reverify your computer as a rusted computer. Also this will revert a lot of settings to their default state.

  1. Set permissions for Steam in your Firewall and AV/AM

steam has all permissions , this problem occured out of nowhere like 4 days ago , I tried reinstalling the steam,still the same.
The market works on mobile app or web browser,only the steam client is buggy.
I havent tried deleting web browser cache, but do you think it will actually help? I mean im trying to access the market thro the client ,not steam inbuilt web browser ? :jconfused:

UPDATE I tried clearing the cache like you suggested and it fixed it, papa bless your soul

I'd suggest going through this list (possibly your antivirus interfering with it all)

You could try going in Selective Startup and seeing whether all the files install properly upon launching Steam.

[Win] + [R] -> msconfig -> [Enter]

Under the [General] -tab
Startup selection
__
Normal startup
Load all device drivers and services
__
Diagnostic startup
Load basic devices and services only

Selective startup
:correctamundo:
Load system services
__
Load startup items
:correctamundo:
Use original boot configuration

Then go under [Services] -tab, and tick this box:

Hide all Microsoft services

Hit [Disable all] from the bottom right corner.

Reboot your computer. Now navigate yourself under
C:\Program Files (x86)\Steam\
Remove everything except
  • Steam.exe
  • steamapps -folder
  • userdata -folder

Start up Steam and see if it loads the SteamWebHelper under Steam/bin/cef/cef.winx/ this time.

I just realized you had .dll issues launching it. I should drink today's coffee. Read the above response instead.
