Although I use Gmail and I get my Steam related e-mails just fine. Given you haven't, check the Promotional -tab anyway; and/or click [All e-mails] and see if there's anything?

Someone (hopefully you) has generated a new page of Steam Guard Mobile Authenticator backup codes. Any old backup codes you may have made are now invalid.

In which case login codes are sent to the Steam Mobile app, not to your e-mail address.
After all, backup codes can be used in place of the time sensitive authenticator codes.

Signed out, you can either attempt to remove the authenticator here (with the recovery code; or the SMS code): https://help.steampowered.com/en/wizard/HelpWithLoginInfo?lost=8&issueid=402
Or you'll have to contact Steam Support with proof of ownership.
Otherwise, please do as I said above and refer to the Help Desk -page. If push comes to shove, contact Steam Support.

You really should've written down the recovery code when you were explicitly told to do that (and given 30 seconds that you couldn't skip precisely so you would.)
See if you can perform the restoration to your phone number.

Well, you could avoid the 15 day cooldown by performing the transfer via SMS.
