I have seen a couple of new moderators here who appear to have no history at all prior to becoming a mod. The accounts appear to have been made solely to be a moderator.

I wonder who these people are? Maybe an employee at Valve or a friend of an employee? Who knows!

If you want to help keep the community/forum clean you already have all the necessary tools at your disposal to do so, namely the report button on peoples profile and the report button next to every forum post.

In other words you don't really need to be a moderator to help the community thrive

I have a persistent troll on the No Man's Sky discussions board who has had almost all of his posts reported by countless people for over a year. He's still there & not a single post has been removed. We think he received a week's ban at some point when he used the C word; but he might have just been on holiday or something.
Find an old post from the user and if they have the word (banned) in red next to the name then they are banned from that hub.
