That isnt excessive ram usage. The OS is allocating memory to applications. Most of it isnt even being used its just 'allocated' becauase memory allocation takes time and is inefficient to constantly check if something 'needs' memory.
Unix systems allocate ALL AVAILABLE MEMORY upon boot. Then as applications request it, the kernel will carve up memory to specific processes based on their needs
We are no longer in XP days. You do not have to 'manage' memory. The OS is smarter than people are at memory management. Let its do its job.
Dead Space 3 freezing is unrelated to your RAM, start looking for other possible causes.

The operating system will manage the RAM, don't worry. It will discard cached data in a flash if it decides the RAM can be put to better use elsewhere.
Now you have 16gb ram. And you claim its freezing because you only have 9gb "free".....
I am trying to do the math, but it doesnt make sense.
