Redeeming CD keys and region lock issues

So in Vietnam (where I live), the game Dragon Ball Xenoverse is unavailable in the Steam store. However, my friend was able to get a key from a reseller (the key was labelled GLOBAL) and he was able to redeem and activate the game no problem.

I was wondering if this was possible, or is it against the TOS.

This is totally legal. As long as you buy global keys that can be activated anywhere, you wont have any problems.
Just buy from legal sellers and not shady reseller sites that sell steam gifts or region locked copies.

This site only list authorized resellers and shows all current sales ongoing in those shops.
You should have no problem buying a key for the game you want there.
