Any way to get 10 cents without selling any items?

I need 10 cents to get a dlc for SFV that I really wanted, but I just got a new phone so I disabled and re-enabled my steam guard, and now I have to wait for two weeks just so I can sell an item for 10 cents. Is there any way I can get 10 cents other than trading, or to get rid of the stupid restriction. This is really making me not want to spend any more money on steam seeing as how I need to wait 2 weeks just so I can get 10 cents.

buy the dlc with a real life debit card, credit card, or paypal.

That's a way to have the 10 cents right now and use it right away and the cool down of the mobile authenticator doesn't matter.

Alternatively, wait for it to get discounted, since it's not like you're in a hurry to buy it due to a sale price. It's not discounted right now.
