How does region lock work?

So I was told that region lock only works if you bought games for friends in a poor country. I bought all my games here so far. I personally live in the Philippines but I might move back to the USA, so Im curious if I cannot play my games there. I have very few gifted games but I just want to make sure

Once activated regionlocked games become regionfree after 90 days.
That is exactly for users like you who move back to another country. So even if the games you bought while in the Philippines are regionlocked for the US you can install/play them there after 90 days in your library.
