How do I change the Layout from my Steam Profile?

Hey guys.. I've seen those amazing profiles on youtube.. could someone guide me how do I make one like this? I'm interested to know just the profile.. the UI.. not the Art.

Look at this one, the UI at top is transparent. I've thought it was his high level. But I'm in doubt. Whatever.. could someone guide me?

I was interested to enter in Community Beta just for this, but the ADM has closed my post.

I just want to know.. that feature is just for Community Beta members?

The transparent info header is a skin. It doesn't look like that when viewed by others and cannot be done to...

No, he's talking about the profile @ 10:53 with the transparent TOP. Not what you and I have.

This can be obtained e.g. using userscripts (browser extensions). Basically, it's changing website's layout/styles in your browser.
