I don't get that last part as steam doesn't give you money back, but rather credits your account, so there's no need to get your bank or paypal involved (as the credit doesn't get back through them).
If you payed directly for the game with an outside source with your paypal account or your credit card that money gets deducted from your paypal/credit card and sent to Steam. If you then refund, Steam needs to send that money back to your paypal/creditcard which takes a lot more time then simply refunding it to your store credit wallet.
That is why you can choose when asking for a refund if you want to refund to the original payment method or the Steam wallet.
