How do you unlock emoticons?

I wondered how people got emoticons, in such a large number. I'm sure they didn't buy them all.

Nope. When you combine cards to craft badges, you get a free emote for every badge you create.

You have to collect a full set of trading cards for the game, either through purchases made in the Community market trading with friends. Once you have a full set, you can craft the badge. You can also trade emotes with friends.

How do you get the STEAM emotes, which are not game-specific? (such as :tradingcard:)

In order to get emoticons simply get all trading cards of one game, craft the badge and you get a free emoticon and a few other things

I know that, I mean ones that come from steam, not any other game. When you hover over one, it shows what game it is from. :tradingcard: says STEAM instead of the game. I want to know how to unlock THOSE, as the trading cards give you GAME-SPECIFIC emoticons, like your :government:? You can only get that by: A. trading or B. getting a card pack for tropico 4. There are no card packs for steam, only games. Any help plz?
