I don't think it was ever possible to buy DLC on Steam without owning the base game on Steam.

Then maybe I was wrong. Or maybe there are exceptions. For some games DLC bought on Steam won't even work with a non-Steam version so I'm sure some restrictions do exist.

I got the dlc by accident becuase I thoght I was the game

Steam should allow us to get a DLC even if we don't have the base game. It's possible on other platforms like Origin, I got BF4 and BF1 DLC during a free promo without owning main games then I got main games through Amazon Prime. Why not Steam allow this? It doesn't hurt them, rather incentives us to buy the main game after getting free DLC.

the problem relies on refounds becuse there will be base on regret of spending money more then testing the product
