I bought payday 2 dlc before owning payday 2
that was like in 2017-16
I got the dlc by accident becuase I thoght I was the game
if you download the game and tried during the weekend trial meaby.
The license was on your account, which is at the time of adding the DLC equals ownership.
Hence, it was never possible to add DLC to your account without the base game.
I wouldn't 100 sure
updated, I found there are still some dlc
that you can buy without the game for exemple

Expansion packs are not DLC.
the problem relies on refounds becuse there will be base on regret of spending money more then testing the product
