It would be up to the publisher. I haven't heard anything myself, but from Steam's catalog, I would say EA generally doesn't have their latest releases in a series available on Steam. They have their Origin client (EA's version of Steam) where it's available. I personally wouldn't expect it to be released onto Steam until EA releases one or two later versions.
It meant that players who were purchasing games on steam, would then have to download origin, EA's client, to purchase dlc and for those that didn't they'd be left with the vanilla versions.
The only EA games available on steam come as goty editions, or ultimate etc, with all dlc already included.
