Report a translation problem
First of all to access workshop, hover your mouse over 'Community' at the top of the Steam browser and click Workshop.
After that you can select a game which you want to see items of and from there you will be able to find an item that you can rate.

Technofi123 and mladyazuka13, you both have limited accounts. So you won't level when working on the community badges. Not yet.
@ mladyazuka13, the "good Standing" presumably is about the Steam Guard, needs to be enabled for a certain amount of time even if you do have a premium account.
