You get it for free by donating the Terraria developers 10 bucks. They will give you a thanks and you get a free copy of Terraria.

Terraria is a great game, i have spent many hours playing it with friends. However it is not free you will need to purchase it for $9.99 USD, OR wait for it to go on sale either way it wont be free.

I suggest waiting for a sale (next would likely be the summer sale) and the game I believe goes for $2-$3.
