But look into Steam Family Sharing. Have him create an account and share those games to it.

I use family sharing too and I know where he's coming from. But tell your brother that in the long run, he'll appreciate his own account and that he should do it now rather than later. If you both play long hours, Steam Family Sharing (click for guide) will only work sometimes as only one person can use said game and said account at one time. It's great to check out games in each other's library and if the person sharing no longer uses his account as much or one side plays offline a lot, but other than that I expect for most brothers it's a pain in the butt. ;) I suggest he just gets his own now as this is your account. Use family sharing when you can and maybe gift him some of the games he plays a lot as a sign of good faith to keep the peace. :)
Also, for future reference, this is basically the only type of, out of a a variation of situations, that you'd be allowed a refund (after buying a gift copy for whomever) for a game: Steam Sales - Purchased a game for myself, but I intended to gift it to a friend

Btw, to use the family sharing option Steam has, he'll need his own account anyway so that he can access games in your account from the comfort of his own account, when you're not using your account online (this is okay if you log on first and then go offline to play a game). It's harder to understand before you try it out, so give it a go. Tell him about Steam Family Sharing and show him the guide for it, if he's into the idea, he'll need his own account. Trust me, it's better that way between siblings because you're actively sharing games and know which is whos etc. Good luck.
