It depends.

It can either mean First person shooter. (thats the games where you play as the gun)
Or Frames per second. ( the more frames per second the faster and smoother the game runs

Doom, Half-Life and COD are FPS's

Bethesda games are notorious for having bad frames per second

First Person Shooter if it is the genre of the game.
Frames Per Second if you're talking about how smooth the game is running.
