Do you have to pay to load steam game, and have pay to activate the games

I really don't get what exactly you're asking for.
Pay to load - no.
Pay to activate - well you buy games here once and then they're bound to your account. But you don't need to keep paying if you uninstalled game and want to reinstall it.
