Windows 7 and Vista Troubleshooting
If you are running in Windows XP, take the following steps:
1) Exit Steam.
2) Go to the "Start" menu, select "Run", type "regedit" and click "OK".
3) Navigate to the following registry key: HKEY_CURRENT_USER\SOFTWARE\VALVE
4) Right click and select "Permissions"
5) Check the "Allow" boxes for "Admin" and "System" for both "Full control" and "Read".
Exit Steam entirely.
Browse to your Call of Duty: Modern Warfare 3 installation folder (Usually C:\Program files\Steam\Steamapps\common\call of duty modern warfare 3\)
Run the following installers:
...\Steamapps\common\call of duty modern warfare 3\redist\directx\dxsetup.exe
...\Steamapps\common\call of duty modern warfare 3\vcredist_x86.exe
Reboot your computer and test the issue again.

Games do not run after 'Preparing to Launch'
Log in to Steam and click on Library.
Right-click on the game, select Delete local content, and confirm.
Insert the first disc into your computer.
Close Steam (Steam > Exit).
Press Windows Key + R to open Run
In the Run window type:
"C:\Program Files\Steam\Steam.exe" -install D:\mw3
Replace E: with the CD/DVD drive you are installing from if is not correct.
Replace C:\Program Files\Steam if your Steam installation is not in the default location.
Press OK. Steam will launch and ask you to sign in if you do not have your password saved.
Your installation should continue from the disc.
