You keep the game as long as it is not a temporary subscription, for example iRacing, and some other games. Just make sure it is not a subscription if you dont want to keep paying, most popular games are Pay Once. Even though you can buy DLCS, those are optional.

I own at least 3 titles which are not purchaseable anymore.
Some third party free MMORPG are maybe not that permanent, but well as they say don't look a gift horse in the mouth.
This works even if you have upgraded/change your computer, you could still play the games in your steam account.
What you can do is buy the game and use the game, just as you can buy a movie and use a movie, although you cannot illegally copy the movie and share it, with steam, it prevents you from sharing the game via copy-paste as it will require you to log into steam and have the game in your account.
